Basic Inspections and Periodic Inspections
Manager Obligations Under the Fluorocarbon Emissions Control Act
With the enactment of the Fluorocarbon Emissions Control Act, the following three obligations have been imposed on managers (users) as part of their duty to inspect and manage Cryochillers and air conditioning system.
- Reporting of refrigerant gas leaks
- Basic inspection once every 3 months
- Periodic inspection once a year
Basic Inspections and Periodic Inspections (Statutory Inspections)
Basic Inspections
- ・Checking the temperature of refrigeration and freezing equipment.
- ・Checking for abnormal sounds, visible damage, corrosion, rust, oil seepage, and similar issues.
- ・Checking for signs of leakage of charged fluorocarbons.
Periodic Inspections (Statutory Inspections)
- ・Refrigerant leak testing is performed using direct or indirect methods.
- ・These are mandatory inspections subject to advisories from prefectural authorities.

Inspection Records
- ・To ensure proper equipment management, managers of commercial refrigeration and air conditioning system must record and retain the history of equipment inspections, repairs, refrigerant charging, and recovery.
- ・Records for each piece of equipment shall be created and kept as inspection logs in any format, provided they include the items specified above, and retained in either paper or electronic format until the equipment is disposed of.
Periodic Inspections (Statutory Inspections)
- ・If leakage exceeds a specified threshold, the amount of fluorocarbons leaked from equipment under management must be reported to the government.
